Rights, Dignity and Equality of Mankind By Prawase Wasi, M.D. Opening Remarks at the 16th Annual Meeting and Biennial Conference of the Asia Pacific Forum of National Human Rights Institutions Bangkok, Thailand 7 September 2011 I came here this morning to express my appreciation and gratitude for the dedication of human right advocates around Asia and Pacific region. Human rights upholding is a noble course, but it faces extreme difficulties. Human rights violation in various forms is very rampant around the world. A great part of humanity live lives full of ill health, poverty, fear, hungry, prejudices, conflicts, violence, wars and abuses in numerous ways, both in developing and developed countries. The causes are both individualistic and systematic. Human rights cannot be looked at in isolation. At least 5 components are inter-related as shown in Figure 1. The lack of respect for human dignity leads to prejudices and abuses. Prejudices are deep rooted, almost hereditary like, against ages, gender, skin colours, ethnicities, races, religions and beliefs, economic, social and educational status, etc. It is not possible to rid of these prejudices within the old and narrow consciousness. It needs new consciousness to transcend these prejudices. This is why Einstein said "We shall need a radically new manner of thinking if mankind is to survive". 1 And why Laslo, Grof and Russell thought humanity could escape the present crisis only through consciousness revolution. Only new consciousness and new manner of thinking can make prejudices transcendence possible. So that respect for human dignity is ingrained in human mind. Thus new consciousness is a crucial component of the composite human rights system as shown in Figure 1. Recently, Wilkinson and Pickett have shown tight correlation between income inequality and health and social problems as shown in Figure 2. Health and social problems include longevity, child mortality, mental health, teen pregnancies, obesity, homicide, violence and low level of trust. The US and the UK are on the high inequality end, while Japan and the Scandinavian countries are on the opposite end. Robbing, looting and shooting in New Orleans after hurricane Katrina disaster is a stark contrast to the Japanese calm after Fukushima nuclear power plants burst by tsunami. Recent civil unrest and violence in UK could be predicted by the inequality line in Figure 2.  UK and the US are the model countries for liberal democracies. Personal freedom and democracy as we know it are not adequate to guarantee equality. Political equality in terms of one man one vote alone does not automatically bring about social and economic equality. In reality, in the prevailing economic system in the West there is no economic democracy. It is because a great minority of people and institutions control and manipulate economic system which leads to vast income inequality. Economic democracy must be seriously considered. 2 Only democracy in form but without substance won't do. Robert Putnam from Harvard conducted research to find out why Italy was like two countries in one. Northern and southern parts were not alike. While southern Italy was still full of poverty, injustice, violence and abuses (the word mafia comes from this region), the northern part like Milan and Torino was the opposite. The research team found that the south, unlike the north, lacked civic traditions. The north was a horizontal society in which people could equally participate in civic affairs while the south was a vertical society in which the upper class held more power upon the lower. Putnam concluded in his book "Making Democracy Work" that civility was the substance of democracy. In many countries, Thailand included, democracy exists in form only but without civility. In such countries inequality, injustices, violence and human rights violation are still rampant. Thus civic tradition promotion should be included in the human rights system. The psychiatrist Scott Peck appropriately titled his book "A World Waiting to Be Born: Civility Rediscovered". Biologically human has been equipped with potentials to live together with dignity, equality, civility and equanimity. Although, biologically man is derived from animals, it has one thing which is absent in animals. That is the new brain or the neo-cortex. In the neo-cortex lays the potential of man to be fully human. The inner most and to the back is derived from reptilian brain, functioning for survival. The middle is derived from mammalian brain, functioning in the emotion sphere. The outer and to the front is the neo-cortex or human brain. While the hindbrain functions for rude survival, the forebrain endows human with highest potential for wisdom, empathy and altruism. In other words, the forebrain is for transcending the narrow self to new consciousness of the whole. With new consciousness, freedom, love and happiness ensue. With this new quality of mind, respect for human dignity and ability for peaceful co-existence become automatic. Brain development is related to social condition. Injustice, violence, and abuses stimulate the hindbrain at the expense of the forebrain, while equality and civility activate the forebrain development. The world has been overusing the hindbrain (Reptilian brain) in spite of availability of the dormant forebrain. This needs to be overhauled. The world should shift gear, from the back brain to the front brain development. At this point we will appreciate more what Albert Einstein had said "We shall need a radically new manner of thinking if mankind is to survive". Radically new manner of thinking is no less than new brain (Neo-cortex; neo = new) and new consciousness. The theme of this conference is "The Right to Development". Figure 1 presents a new model for development or the human rights system. It consists of 5 inter-related components: Human Dignity, Human Rights, Equality, Civility and New Consciousness. Each one could be strategic entry point which should lead to other four, so that all five are integrated and developed. Peace will be a result of this integrated human rights system development. Peace will heal the world. The world is too sick and is in need of healing. I fully believe that the honourable human rights advocates gathering in this august meeting have, deep in your hearts, the desire to heal the world through human rights for development. May your works be the inspiration of mankind around the world to work together to bring new civilization that people can live with dignity, equality, civility with expanded consciousness that all humanity is one.
